Solar Panels in Southwark: Costs, Planning, and Local Advice

Southwark covers a broad stretch of inner south London — from the South Bank and Bermondsey in the north to Peckham, Nunhead, and Dulwich in the south. It is a borough of contrasts: dense social housing estates and Victorian terraces sit alongside affluent Dulwich Village and the newly developed riverside areas. This diversity means solar looks different depending on where in the borough you live.
Solar in Southwark
Victorian terraced houses are the dominant privately-owned housing type, concentrated in Camberwell, Peckham, Nunhead, and East Dulwich. These typically have south-facing rear roofs (if the street runs east–west) and are well suited to 3–4 kWp systems.
Dulwich, in the south of the borough, has a distinct character: the Dulwich Estate manages much of the freehold, and properties here tend to be larger Victorian and Edwardian houses that can accommodate 4–6 kWp systems.
Typical system sizes:
- Victorian terraced (Peckham/Camberwell/Nunhead): 3–4 kWp (7–9 panels)
- Victorian semi or larger terrace (East Dulwich): 4–5 kWp (9–11 panels)
- Larger Dulwich detached or semi: 5–7 kWp
- Council or housing association flat: individual rooftop solar unlikely — community solar options may be relevant
Costs and savings
Southwark installation costs are at the inner-London level.
| System size | Typical installed cost | Typical annual generation |
|---|---|---|
| 3 kWp | £5,000–6,500 | ~2,700–3,000 kWh |
| 4 kWp | £6,500–8,000 | ~3,400–4,000 kWh |
| 5 kWp | £8,000–9,500 | ~4,250–5,000 kWh |
Prices include 0% VAT on supply-and-install, valid to 31 March 2027.
Property values in Southwark are highly variable. Peckham terraces can sell for £500,000–700,000; East Dulwich and Dulwich Village properties regularly exceed £900,000–1,400,000. The solar uplift on higher-value properties is correspondingly larger in absolute terms.
Planning in Southwark
Southwark has numerous conservation areas. Dulwich Village is among the most strictly managed: the Dulwich Estate has longstanding character guidelines, and the conservation area designation means panels on roof slopes facing the highway are not permitted development. If you are in Dulwich Village, contact Southwark Council's conservation team and the Dulwich Estate before approaching an installer.
Bermondsey, Peckham Rye, and Camberwell conservation areas follow the standard rule: rear-roof installations are typically still permitted development even within the conservation area. Front or highway-facing slopes require a planning application.
Bermondsey Street and Borough Market area contains listed buildings and requires particular care.

Local schemes
Southwark has been home to several community energy projects, particularly focused on the borough's large social housing stock. Low Carbon Southwark and projects supported by Repowering London have installed solar on council blocks. If you are a council or housing association tenant, enquire with Southwark Council's housing team about whether your building has or is planned for a community solar installation.
Warm Homes Local Grant: Southwark Council has participated in grant distribution for eligible households. Contact the council's sustainability team for current availability.
ECO4 (to December 2026) and the Warm Homes Plan apply nationally to eligible households.
Buying in Dulwich? Factor planning into your timeline
If you are purchasing or have recently purchased in Dulwich Village or the wider Dulwich conservation area, allow time for the planning process when budgeting for solar. Applications in conservation areas typically take 8–12 weeks and sometimes longer. A pre-application discussion with Southwark's planning team is often worthwhile.
