Solar Panels in Hackney: Costs, Planning, and Local Advice

Hackney is one of inner east London's most characterful boroughs — and one of its densest. Victorian terraced housing lines most of the residential streets, from Stoke Newington in the north to Hoxton and Bethnal Green in the south. A significant proportion of residents live in flats, either in purpose-built blocks or in Victorian conversions. For the homeowners who do have access to a roof, Hackney's solar conditions are excellent — and the borough has one of the most developed community energy networks in London.

Solar in Hackney

Hackney's Victorian terraces are typically three to four storeys tall, with rear roof slopes that face south or south-west on east–west running streets — exactly the orientation that maximises solar output. Roofs in this area often have good pitch angles and, in south-facing terraces, minimal shading.

Hackney property values have risen sharply over the past decade. Victorian terraced houses in Stoke Newington, Clapton, and Homerton regularly sell for £700,000–950,000. At these values, solar's 4–8% uplift can represent £28,000–76,000 in added property value.

Planning in Hackney

Hackney has a significant number of conservation areas, covering much of Stoke Newington (including the Church Street area), Clapton, De Beauvoir Town, and parts of Dalston and Hoxton. The standard rule applies throughout: panels on roof slopes visible from the highway are not permitted development in a conservation area. Rear-roof installations are generally still permitted.

De Beauvoir Town conservation area has strong Victorian character and Hackney Council takes its character protection seriously. If your property is in De Beauvoir, contact Hackney's planning team for pre-application guidance.

Stoke Newington has multiple overlapping conservation area designations. Check carefully which, if any, applies to your specific property.

Local schemes

Hackney Energy is a community benefit society running community solar projects in the borough. They have installed solar on council and housing association blocks and run community shares that give local residents a stake in local renewable generation. Warm Homes Local Grant: Hackney Council has participated in grant distribution for eligible households. Contact the council's sustainability team for current availability.

ECO4 (to December 2026) and the Warm Homes Plan apply nationally. ECO4 is income-tested and requires qualifying heating measures alongside solar.

Hackney leaseholder? Community energy is a real alternative

If you own a leasehold flat in Hackney — which is the situation for a large number of Hackney residents — individual rooftop solar may not be accessible without complex negotiations.
